County Health Programs

The County Health Programs Division (CHP) administers two critical health initiatives in Milwaukee County: the General Assistance Medical Program (GAMP) and the Emergency Medical Services (EMS) program. GAMP was a nationally recognized program that provided medical coverage for indigent individuals and enrolled them in a clinic-based health care system, designed to provide primary care and avoid hospitalization. EMS provides Paramedic Advanced Life Support services to all Milwaukee County residents in partnershipwith municipal fire departments and the Medical College of Wisconsin.   GAMP provided general medical services to uninsured individuals residing in Milwaukee County who meet specific criteria.  This program has been a partnership between Milwaukee County and Wheaton Franciscan Health Care, Froedtert Memorial Lutheran Hospital, Columbia/St. Mary's Hospital and Aurora Health Care. GAMP patients are currently enrolled in the Wisconsin BadgerCare Plus Core Plan.

 Mission Statement:

The Division of County Health Programs, through the programs and staff for which it is
responsible, provides leadership, coordination, education and operational programs related
to the provision of health services for the benefit of Milwaukee County citizens, employees
and visitors, especially those most in need in our community.

    To our visitors:

Welcome to the Milwaukee County Health Programs website. CHP is a Milwaukee County program targeted toward ensuring the health and well being of individuals living in the community. The health target areas include general relief for individuals who are uninsured and are of low income with a serious medical condition (GAMP), the Emergency Medical Service (EMS) which administrates the advanced life support paramedic system, occupational health coordination for Milwaukee County employees including contracts foremployee care, and the NACo drug assistance program; a drug discount program for all Milwaukee County residents.

We are in challenging economic and social times, which has impacted the state of the health care system in our county. Forty-five million Americans are uninsured, raising health care costs, a lack of access to primary care for all Americans, an increased need for emergency response/preparedness relative to national security and a need for pandemic planning and readiness. CHP envisions a county where all individuals have access to the level of health care service they need in order to live as healthy a life as they may.

We are very fortunate in our society to have the exceptional health care tools that we have today, and CHP is here to help our community utilize them appropriately.

Sincerely,
