Goods, services, and construction, are generally obtained through a bid or proposal solicitation process to offer the opportunity for equitable participation by businesses throughout the city.

Department of Public Works (DPW)	Public Works administration, bridge structures, buildings, parking, paving, recreation facilities, sewer and water mains, snow plowing, Water Works facilities, forestry.
