Commissioner of Health

Bevan K. Baker was sworn in as the 16th Commissioner of Health of the City of Milwaukee on August 6, 2004. He was nominated by Mayor Tom Barrett in 2004 and re-confirmed for a second term by the City’s Common Council on June 10, 2008.

Raquel Filmanowicz, BS

Health Operations Administrator

Raquel M. Filmanowicz was appointed Health Operations Administrator for the City of Milwaukee Health Department in 2008 by Mayor Tom Barrett.  Ms. Filmanowicz is responsible for the day-to-day operational activities of its three major health divisions: Family and Community Health, Disease Control and Environmental Health and Laboratory Services. In addition to serving as the department’s liaison to the Mayor’s Office, elected officials, and other department executives, she provides strategic guidance and direction for the health department’s Communications and Community Relations section.

Geoffrey R. Swain, MD, MPH

Medical Director and Chief Medical Officer

Dr. Swain is Medical Director and Chief Medical Officer for the City of Milwaukee Health Department (MHD), Center Scientist at the Center for Urban Population Health (CUPH), and Associate Professor of Family Medicine and Population Health Sciences at the University of Wisconsin School of Medicine and Public Health.

Paul A. Biedrzycki, MPH, MBA, CIH

Director of Disease Control and Environmental Health

Paul Biedrzycki currently serves as Director of Disease Control and Environmental Health for the City of Milwaukee Health Department. He oversees and manages a wide range of local public health activities including programs in Communicable Disease Control, Emerging Infectious Disease Response, STD/HIV and Tuberculosis Control, Adult and Childhood Immunizations, Environmental Disease Epidemiology, Food Safety and Handling, Childhood Lead Poisoning Prevention and Public Health Emergency Preparedness and Response.

Anna C. Benton, MA

Director of Family and Community Health Services

Anna Benton is MHD’s Family and Community Health (FCH) Services Director, overseeing more than 80 staff and nearly 20 programs which address health issues faced by individuals throughout their life cycle, such as infant mortality, teen pregnancy, nutrition, healthcare access, tobacco, and men’s health.

Dr. Steve Gradus, PHD, ABMM

Director of Public Health Laboratories

Dr. Gradus is Director of the City of Milwaukee Health Department Public Health Laboratories Division.  The Laboratory responds in real time, with health department investigators, to support public health interventions and proactively detect and prevent disease outbreaks. Laboratory programs include:  Communicable & Emerging Infectious Disease Control, Sexually Transmitted Disease Control, Emergency-Bioterrorism Preparedness & Response, Environmental Health, Lead Poisoning Prevention, Water Quality Control, Waterborne Pathogens Control, and  Foodborne Disease Control.

Celestine Grace, BS, MPH

Community Health Services Officer

Celestine (Tina) Grace was named Community Health Services Officer for the City of Milwaukee Health Department in 2008.  In her new role she will develop and manage relationships with community, business and health care organizations to support public health goals.

Terry Perry

Manager, Office of Violence Prevention

Ms. Perry joined the Milwaukee Health Department in January of 2008 to develop the activities of the City’s new Office of Violence Prevention. She moved to MHD from the Department of Intergovernmental Relations where she was responsible for the City’s public policy interests in the areas of Public Health, Crime, Violence Against Women and Illegal Firearms. She is MHD’s and the Mayor’s liaison to a number of local public safety and violence prevention collaborations including Safe Streets, the Community Justice Council, Weed & Seed, the Homicide Review Commission and the Violence Prevention Initiative of the Medical College of Wisconsin.

Kathleen Blair, RN, MS

Public Health Research and Policy Director

Currently the Interim Public Health Research and Policy Director, she has held positions as Public Health Nurse, Public Health Nursing Supervisor and Epidemiologist.  In her 30 years at the MHD she has managed numerous programs including immunization, refugee health, communicable disease, tuberculosis, STD, HIV, Vital Statistics and infant mortality and pregnancy prevention initiatives. She has provided leadership for a number of public health initiatives including the 1993 cryptosporidium outbreak and subsequent development of national waterborne disease response and prevention standards.

Ali F. Reed, BA

Chief Compliance Officer

Ali Reed has filled the role of Chief Compliance Officer for the City of Milwaukee Health Department since January of 2007. In this role Ms. Reed is primarily responsible for developing and implementing a department-wide compliance plan to ensure accountability and provide recommendations to MHD’s executive leadership team. Improving efficiency and compliance for various departmental contracts, grants and regulatory requirements is the main goal of this implementation.

Ray Weitz, PHR, BS, MPA, PHD

Health Personnel Officer

Ray Weitz is the Health Personnel Officer for the City of Milwaukee Health Department. He is responsible for staffing and recruitment, training and development, labor management relations and contract administration, and many other duties related to HR Administration.  He has 14 years of human resource management experience and 19 years of labor management relations experience.
